We learned in this episode that maybe Ben can phase through time or time travel like Desmond. At the end when he confronted Whidmore, Charles said "are you going to kill me" and Ben said "You know I can't do that" or something to that matter. Is it possible that Charles is Ben's constant. That's why he can't kill him?

Who knows, but it's a damn good theory. Ben certainly seems to have done some time-space travelling. Who normally wears a parka in the Sahara Desert, unless they've just teleported there? Possibly from the time the Sahara was cold enough to support polar bears? Though why he should be branding them with Dharma logos I haven't the foggiest...

Could very well be. What I immediately thought was that the island won't let Widmore die and that is why Ben can't kill him.

Yeah it's possible...so would your constant mean knowing anyone in both time zones, regardless of whether you cared about them/loved them etc. or not?
My first thought was that Ben couldn't kill Widmore because, for some reason or another, he needs him: possibly to keep the game going, to safeguard someone/something or because he'd suffer more from his death than from his existence, possibly as a punishment from someone/something, and only a greater power so to speak could remove either one of them.

Lol maybe it's like Harry Potter and Lord Voldemort - 'neither can live while the other survives'...i.e. if one dies, so must the other. Hang on. Actually, this whole HP thing could make sense!! This episode did have slight likenesses to HP - Ben's 'apparation'
also it can be said that Ben resembles Harry and Widmore resembles Lord V...LOL. I'm just going off on one now...Anyway. yes, it's possible that Charles is Ben's constant. I did wonder why Ben said that he couldn't kill him...does he mean literally?
