She prob just had the grave done so that she had place to mourn Jin becuase they couldnt have his body anyway. It got Blew up with the Frieghter.

You can have a memorial stone without a body being in the grave. Sun is a wealthy woman so she could afford to have such a stone erected.
How could Jin's body be in the grave? The O6 left the island and haven't been back for some years. Besides if Jin did get blown up, I seriously doubt whether there would be much of Jin to put in a coffin let alone a grave!  Cheers, MA
