I think that Widmore makes more subtle a point than it seems.
By "you'll never find her", i think he's referring to the idea that time and space is a difficult think to pin down - if, for example, Charles has 'hidden' his daughter in time..then it would be very difficult for Ben to find her..seeing as he wasn't even sure what year he ended up in when he visited Tunisia.
I think that Penny is in another time..or space.
Just a thought, could be wrong - i'm hoping it's as extravagant as that and that Widmore hasn't got her locked up in his basement or something
