We don't know, but we do know (according to the newspaper clipping Jack was reading) that it was before Jack's forward flash in Through the Looking Glass - which was sometime in 2007. So this episode is perhaps a year or 2 after leaving the island.

We don't know for sure, but I would assume it's because they weren't "supposed" to leave in the first place. Locke once said that they were ALL brought to the island for a "reason", and that it was the "island" which brought them there - this would suggest that the island is trying to get to to come back to finish off the work they were supposed to do.
I would suspect that the island needs "help", by making that call, Jack initiated 'the beginning of the end' - which we are watching unravel now (i.e. Season 4)

I suspect he's referring to the Oceanic 6's true story. They are being treated like "celebrities" when in actual fact it seems they are hiding the true story of what happened to them - i.e. the island. The world doesn't seem to even know that they crashed on an island - only those such as Matthew know that the Oceanic 6 are hiding the truth about the island and their fellows (who are possibly still on the island).
Remember, Jack tells Kate - "we can't continue keeping secrets" (or words to that effect) in the Season 3 finale - this is in reference to what I mentioned above. So we see the decline of Jack's stance from the earlier Hurley forward flash (4.01) to the later (timeline wise) Jack forward flash (3.23) in which he goes from not wanting Hurley to "tell anyone", to actually thinking it's what they must do..
