Yeah I do get what you're saying...that Jack knows Ben is bad news and is dumping him on Locke, confident that Ben will be more of a burden than a help to him? And that Jack does have many things to worry about already without Ben being another one.
But if I was so certain that a person shouldn't be left out of my sight I would still keep them with me, regardless of how annoying, dangerous etc. they may be, because I would feel that I was doing the right thing in protecting everyone and keeping them safe. By allowing Ben to go free with Locke, Jack's also exposed Ben to half the camp - half 'his' people - possibly because of a selfish motivation: to get some further revenge on his enemy.
But then again I can't be surprised that Jack has, once again, perfromed an action that's primarily selfish and thoughtless in action!
